Vehicle Efficiency

Here is a new idea for consideration: How about imposing a tax on new vehicle purchases based on the inverse of the estimated miles per gallon (MPG). The higher the vehicle MPG, the lower the tax. And somewhere around 50 MPG, there should be no tax. This can replace the current legislation that requires the industry to hit specific MPG targets across their entire vehicle offerings (hard to figure out and easy to manipulate).
